The market of crates and pallets made of recycled plastics has a great potential for development. However two main problems arise.

To further develop, the market needs standardization. That is why this Working Group will develop an EU declaration of conformity system. In addition, many secondary raw materials for plastics recycling (such as PVC) contain heavy metals. The tendency at EU level is to forbid the use of heavy metals in new products. This is already the case in the End-of-Life Vehicles(ELV) and could become the case for PVC products.

In order to make mechanical recycling possible and prevent dissemination of heavy metals into the environment, EU wide derogations for heavy metals in plastic recyclates should be granted, where the derogation 1999/177/EC for plastics crates and pallets can serve as an example for the other materials.

Industry has meanwhile set up a system of documents which should allow the traceability of the regrind streams.
